The Illinois Clean Coal Institute (ICCI) Coal Research and Development (R&D) Program is the technical component of the Illinois Department of Commerce and Economic Opportunity (DCEO) Office of Coal Development (OCD). The DCEO/OCD administers the Illinois Coal Research Program and is dedicated to the development and use of Illinois' extensive coal resources as a fuel source for the 21st century.
The function of the ICCI is described by the following mission statement:
The ICCI, under the direction of DCEO/OCD, will promote the development and application of new and/or improved technologies that contribute to the economic and environmentally sound use of Illinois coal. This will be accomplished using outside contractors to conduct R&D, evaluation studies, and the development of concepts to assist producers and users of Illinois coal in an increasingly competitive marketplace, and to create new markets for Illinois coal.
